Don't get me wrong...Kevin Bacon did fine as a gruff Balto. That's just the voice I would expect. Listen to the way he says some stuff like "Steele I'm not leaving without that medicine!" You can tell that you shouldn't be messing with him by that point! 
Though Nostalgia Critic had it right when he mentioned like the last 3rd of the film, Balto doesn't say a word!!
Never ever picked up on that until he said it, and I've seen the film many times.
